Manager Jurgen Klopp and Chelsea director Frank Lampard were left to reflect on penalty incidents since they began their Champions League campaigns.
Ross Barkley missed a late opportunity to equalise for Chelsea as they lost 1-0 at home.
Meanwhile, Napoli’s first goal in their 2-0 win over holders Liverpool came from a doubtful spot-kick.
“For me personally it’s very clear and obvious, no punishment,” said Klopp.
German referee Felix Brych pointed to the place with eight minutes left once Andy Robertson had been judged to have fouled Jose Callejon.
Before Tottenham striker Fernando Llorente sealed the win with a second goal in 20, dries Mertens transformed the spot-kick.
“Callejon jumps before he has any contact,” added Klopp. “But we can’t change that we need to be crucial .
“We did in a lot of seconds, we played lots of very great football but we did not finish off.”
Chelsea boss Lampard was likewise left to rue an integral penalty incident when he watched Barkley’s late attempt clip at the top of the bar.

“Ross is a penalty ,” said Lampard. “He felt that a few in pre-season and that he was now when he arrived and he missed it.
“I don’t know what the dialogue was. Jorginho and Willian have been the punishment takers on the pitch and when Ross comes on he also becomes the penalty taker and he chased it.”
The miss capped a night for Chelsea, who saw midfielder Mason Mount pushed off with a knee injury.
“We probably should have won, or at least got a lure,” added Lampard. “We created enough opportunities , we had the punishment, and we conceded with their shot on goal.
“It’s a brutal lesson but that’s Champions League soccer. We ought to have obtained more tonight”
Like Lampard, Klopp believed his side deserved at least a time, together with defeat meaning that they are the very first winners of this competition to lose the opening match of the following campaign because AC Milan in 1994.
“It was a much better match than we played when we lost 1-0 at the previous second [to Napoli last year ],” said Klopp. “It was an open match, in minutes we controlled the match, but we had a lot of counter-attacks and didn’t finish these off.

However he wants his side to bounce back immediately when they sponsor this weekend to Liverpool in the Premier League despite the defeat Lampard is convinced his side can progress from the team.
“That is the fact of the Champions League. This means the next two matches from Lille and Ajax are somewhat more significant, particularly return away from your home,” said the former England midfielder.
“We have strong focus on these games to try to find a result but in context it is one game accomplished in a set where groups will take points off each other. There’s no reason to be downbeat now.
“It was not a bad performance tonight. Liverpool will be the best team in the country on form and we have to be ready for it”
